A person may be registered as a citizen of Botswana by settlement, if they have been legally residing in Botswana for a continuous period of 20 years and has no right to any citizenship, thus may be classified as 'stateless'.
A person who is not a citizen of any country, or has no right to any citizenship and has legally lived as member of a particular community in Botswana for a continuous period of 20 years.

- Certified copy of valid birth certificate or completed Declaration of Birth form in lieu of birth certificate
- Certified copy of previous and valid residence permits
- Letter from tribal authority where the applicant settled
- Affidavits from witnesses(minimum of three) with close knowledge of the applicant and family background, each accompanied by certified copy of identity document
