Mandate

Directorate of Public Service Management (DPSM) is a Government’s HR agency which is responsible for developing and monitoring of HR Policies across the Public Service. DPSM exist to ensure effectiveness and efficiency in the Public Service hence the following matters:

Administration of the terms and conditions of service; the recruitment of Public Officers, including volunteers and technical assistance personnel; Discipline and staff training, Wellness and Safety, Salary administration and grading of jobs.

Departments/Sections

 Employee Relations

  •  To facilitate social dialogue and collective bargaining in the Public Service as well as providing technical information and advice on employer-employee related matters.

Workforce Planning

  • To objectively plan the public sector human resources needs and development in line with the priorities pronounced in the National Development Plan.

Management Services

  • Responsible for transforming the Public Service by introducing effective measures to control inefficiencies and wastages, and promoting productivity and achieving optimal utilization of resources allocated to the government.

Safety, Health & Environment

  • Responsible for the health and safety of staff and visitors through provision of a safe and healthy working environment.

Recruitment & Development

  •  Development and review of recruitment, talent management, learning & development policies and related implementation of guidelines.

Human Resource Information Systems

  •  Responsible for management of Government HR information systems.

Compensation & Benefits

  •  To develop and review government Human Resource policies on remuneration and benefits.

Human Resource Policy Monitoring & Evaluation

  • To monitor and evaluate the implementation of HR policies, procedures and guidelines across the Public Service.

Executive Management Office

  •  The unit facilitate the Permanent Secretary to the President by handling (processing) Human Resource Management functions for the Executive Cadre (E and above positions) for the Public Service.

Corporate Services

  •  To build capacity for the Directorate through coordination of administration resources and support services to enable DPSM to deliver its mandate.

Assessment Services Centre

  • Exists to provide support to talent management functions in the Public Service through determination of competencies and provision of assessment services for development and selection.

Botswana Public Service College

  • The College exists primarily to provide capacity building for the Botswana Public Service.
