Overview

The Ministry of Entrepreneurship (MoE) was established in 2022 as part of the rationalization of Government and State Owned Enterprises to create a cohesive and holistic ecosystem supportive of the growth of enterprises in Botswana.

The Ministry is mandated to provide leadership, overall policy direction, strategy and standards on business development. Below is Ministry of Entrepreneurship's strategic goals.

Vision: To develop an entrepreneurial economy and society by 2036.

Mission Statement: To help Batswana create sustainable businesses and wealth.

MoE's establishment is reflective of the reset of agenda to optimize the potential of Small Medium Enterprises (SMEs) to drive technological innovation and economic growth. The Ministry is tasked with facilitating the unlocking of opportunities for new high growth companies, identification of new sectors to drive growth, job creation and export diversification.

Areas of Responsibility

In line with the above mandate, the Ministry has to drive the following portfolio responsibilities:

Economic Inclusion Act 

Objective: This act provides a legal framework for implementing economic empowerment initiatives, ensuring targeted participation from marginalized citizens. It formalizes efforts to create equitable access to economic opportunities, enhancing the inclusivity of growth.

Small Business Act

Objective: This act focuses on the holistic development and support of small, medium, and micro enterprises (SMMEs). It creates a conducive environment for SMMEs, which are vital for job creation and economic diversification.

Cooperative Societies Act

Objective: This act ensures the establishment and sustainability of cooperative businesses. It provides the legal foundation for cooperative enterprises, promoting collective economic participation and community empowerment.

DEPARTMENTS/SECTIONS AND KEY FUNCTIONS

Economic Empowerment 

  • Role: To enhance the financial independence and self sufficiency of individuals and communities, enabling them to improve their economic status and quality of life.

  •  Function: Provides educational programs and workshops that equip individuals with skills necessary for employment entrepreneurship, focusing on practical training in various trades and business management.  

Entrepreneurial Mindset Change and Culture 

  • Role: Foster an entrepreneurial culture among the populace.

  • Function: Provides education and outreach programs, conducts policy analysis, develops legislation, and offers advisory services on entrepreneurship.

Start-Ups Services 

  • Role: Facilitate the registration of new businesses and coordinate the start-up ecosystem.

  • Functions: Supports business incubation, partnerships, and offers advisory services to nascent enterprises.

Enterprise Development 

  • Role: Promote the growth of business enterprises by encouraging innovation.

  • Function: Leverages supportive legislation, technological infrastructure, and the local business ecosystem to foster business development.

Department of Cooperative Development 

  • Role: Promote the formation and registration of cooperative businesses.

  • Function: Educates and advises on cooperative management, ensuring these enterprises are profitable and sustainable.

Value Chains Development 

  • Role: To accelerate entrepreneurship through business linkages and partnerships.

  • Function: Develops value chains across sectors, maximizing local products’ value and enhancing access to local and international markets.

Cluster Development 

  • Role: To drive a cluster-based development agenda.

  • Function: Promotes collaboration between private sector, government, and academia to enhance productivity and competitiveness in prioritized sectors.

 Corporate Services 

  •  Role: Provide strategic direction for corporate functions within the Ministry.

  • Function: Manage resources, oversee project implementation, and ensure effective execution of the Ministry's core mandate.
